The project will chronicle the aftermath of a high school girl rape victim, Deadline reports.
The drama will also explore how negative repercussions flow back into the community of small-town America.
Robin, who penned the story, will also produce alongside Naegle.
The duo previously worked together on Spring/Fall, a series with Téa Leoni (Bad Boys) and Hope Davis (About Schmidt).
Carthage expands on Robin's relationship with HBO, as she currently serves as a co-executive producer on The Affair.
