The film has already cast Tom Hardy in dual roles.
Legend will chronicle the lives and crimes of UK gangsters Ronnie and Reggie Kray, The Wrap reports.
Hardy is set to portray both brothers in the film that was penned by Brian Helgeland.
Robin Hood's Helgeland will also direct the British feature.
Browning is in talks to take the female lead although exact details about her character are slim.
The actress was recently been seen in Paul WS Anderson's Pompeii and Sleeping Beauty.
