The song spent seven weeks at number one in 1998 and has sold almost 1.78 million copies to date.
To mark International Women's Day (March 8), OfficialCharts.com has compiled the full top 40, with Whitney Houston, Britney Spears and the Spice Girls all featuring in the top ten.
Houston's 'I Will Always Love You' from The Bodyguard is the second biggest seller of all time, shifting 1.58 million copies in the UK alone since its release in 1992.
Britney Spears is in third place with her debut single '...Baby One More Time', which has sold 1.53 million copies in the last 15 years. The song sold 460,000 in its first week alone, and spent two weeks at number one.
Celine Dion's 'My Heart Will Go On' and Adele's 'Someone Like You' are in fourth and fifth respectively. The former has sold 1.53 million copies (around 3,000 less than Spears), while Adele has sold 1.5 million copies since 2011.
Dion features twice in the top ten, with her 1994 hit 'Think Twice' in eighth place.
Jennifer Rush and Rihanna also feature in the top ten, alongside girl groups All Saints and the Spice Girls.
Adele, Rihanna, Lady Gaga and the Spice Girls each have three entries in the top 40, while Katy Perry and Leona Lewis appear twice.
Perry's 'Roar' is already at number 40 following its release last September.
